Blockbuster loomed over Batgirl and Robin. Penguin stepped out from behind the stuffed carcass. Cobblepot had set up shop in Bludhaven to get away from the "bat freaks" in Gotham after the recent gang war. He admitted to sending Shrike after them. After a fight, Penguin had the place gassed and captured them. A bidding war broke out over who got to unmask them. When the winner needed time to get to the scene, bidding broke out on which of the two would win in a fight.
