Batman gave Dick all
the information he had on Bludhaven's Mayor Avers. Dick believed
that, along with Mary's journal, would make a solid case. Bludhaven
PD began being brought in for questioning on corruption charges.
Nightwing went in to get two officers who'd barricaded themselves in
an apartment. He encountered a "new cape." He tracked her
down, she called herself Tarantula. Oracle worried about Dick's
fascination with caped females. As he worried about her affiliation,
they stopped a gang shoot-out. Later, Dick took Barbara flowers and
crashed on her couch. 56 Bludhaven police officers were indicted and
72 were asked to retire. |

Dick met his new
partner, Gannon Malloy (Amy took the captain position). He ran into
Tarantula that night. He again asked her to go out for BPD -
especially since 62% of the force was now gone. He stressed the
"no killing" to her as they took down a drug dealer. He
chastised her for approaching a cop after they broke up a shootout.
She swore to be his enemy after he forbade her "to operate in
Bludhaven." While talking to Oracle, he found a dead body. |

His relationship with Barbara began to falter due to his lack of

He brought down the operation and informed Captain Rohrback about
it. When he got home, Deathstroke was waiting for him on his couch. |
