storyline Commissioner Akins ordered the signal removed from the roof of police headquarters. The rest of the force debated whether or not he was ever "on their side." Akins refused to put it back up, even on orders from Mayor Hull. While it was being removed, the workers accidentally destroyed it.
Batman confronted Akins in the precinct parking lot - he told him he was making a mistake.

storyline Josie Mac and Driver picked up a case - a televengelist had been killed in his penthouse. It appeared things were being taken from a safe, the victim got some shots off, the burglar took the gun and shot. After seeing scratches on the man's face, Catwoman became a suspect. His estranged wife, aide, and secretary (who'd found him) were brought in for questioning.
Catwoman overheard Josie speaking out loud at her father's grave. Now that she knew about Josie's powers, she had the upper hand.

storyline Josie told Catwoman she believe her to be innocent. When she got back to the station, she learned Catwoman didn't do it - the scratches on the victim's face were there an hour before he died. Slam called Josie; they met later. He gave her some photos printed from a hard drive that Catwoman stole and was holding over his head in order to get him to cave on some shady property dealings.
Josie took the find in and showed her partner. They went after his personal aide, who they'd found going into a sex shop. Catwoman got to him first and he ran to them with a confession. Back at the station, he claimed self defense. Catwoman was in Josie's apartment that night. She convinced Josie to tell her partner about her abilities.

storyline Police were called to help a boy who was being bullied by another he'd told on at school (resulting in expulsion). They found the boys in an abandoned building. The bully had gotten into some glowing goo that was burning him. The cops got him out and en route to get medical attention. The other boy tried to jump away from it, and inadvertently knocked another chemical into it, causing a fire. The officer caught flame getting the boy out.
Allen and Montoya were put on the case. They interviewed the boy - the fire was not hot. It didn't climb the walls. They discovered Albert Desmond - Dr. Alchemy - was behind the chemicals.

storyline Montoya visited her father's store, but she was again shunned by him. She and Allen went to visit Dr. Alchemy, who was in custody in Keystone City. Batman warned her not to make deals with him. He confessed to setting the trap that their fellow officer fell into.

storyline Dr. Alchemy said he could cure Kelly. Commissioner Akins made a deal to get him into Gotham City to see the patient. Kelly woke up for the first time. As the police and Alchemy neared, Batman watched. He got free and grabbed the patient. Batman interceded.

storyline Sharon was dead. Batman went after the escaping monster as Montoya took out Dr. Alchemy. Back at home, her girlfriend told her about her father visiting. They ended up having to kill Andy as he rampaged through town near the Montoya's store.

storyline Two GCPD accidentally killed a homeless girl while roughing a man up who'd not paid them their protection racket. After being questioned, they met up with another dirty cop asking them to steal something out of evidence for Black Mask. They got Corrigan to grab it. When they were asked to deliver it, they jumped at the chance to make a good impression on the new mob boss.
Poison Ivy - not Black Mask was there to meet them. She killed them for killing one of her orphans.

storyline GCPD was on the scene - Robin, Batman's partner, was found dead. He had died of impact - falling from a rooftop. Nothing was ruled out - if he was or wasn't Robin, if it was murder, accident, or suicide.
Batman was quick to the scene and informed Allen and Montoya that Robin was in Bludhaven. He also told them to stay out of his way on this case. Driver and MacDonald were assigned to the case; Allen and Montoya went to Arkham. Several Arkham inmates had sustained unexplained injuries that night. With the help of Child Registration, they IDed the boy as Roger Baumbach. Maggie Sawyer called Lois Lane in hopes of getting in touch with known associates of the "real" Robin.
Chandler and Takahata went to visit Cobblepot, and they found him being attacked by Batman. She shot him.

storyline Stunned that she may have killed the Batman, Romy didn't realize when he got up, punched her, and stole her gun. Another picture of the crime scene leaked to the press.
The Teen Titans arrived to speak with Captain Sawyer. Though they said the real Robin was alive and well, the parents of the dead kid told the press he was the real deal (or at least one of them). Raven offered to help solve the crime more quickly as Starfire came in.
The newspaper writer refused to give up his source for the photo, eventhough he didn't know about it.
The real Robin showed up on the roof of police headquarters. Stacy asked him to get the officer's gun back. He left and she got a call - another dead Robin was found.

storyline Another Robin body was found in the Sprang River. He'd been in the water for 10 hours, but had been suffocated beforehand. The media was on site almost as soon as the detectives. Akins and Sawyer held a press conference. The latest kid was in a recent tv commercial; Allen and Montoya visited his agent. The previous dead Robin was also represented by the firm.
The real Robin (Tim) met with Stacy on the rooftop. He returned Chandler's gun; she got him up-to-date on the case.
Allen saw a newspaper article on the first case and realized the picture was taken before they arrived - no chalk outline. More things pointed to Simon Lippman (the story's writer) and another kid came up missing.

storyline Montoya and Allen arrested Simon Lippman. While he was being interrogated, a man simply walked into the station house and flashed them the third missing teenager's student ID. He said he was a friend of Lippman's and wanted to give him an exclusive. He told them the third boy should still be alive, but he would only tell the Batman where he was.
As the police went over there options, Sawyer found out Batman had been shot at by Chandler - he'd then taken her gun.
Chandler went to Akins, who had them set the spare signal up (once given to them by Kord Industries - laser operated). No sooner than they lit it, Batman was on the roof. He got the location from the killer within seconds. The would-be-third victim was saved in time.
