| storyline |
After
the Chemo blast in Bludhaven, a state of emergency
was declared. A wall was built around the city within
36 hours due to the toxicity. Superman asked the
Teen Titans to go in and help as much as they could.
They were met by Major Victory and Freedom's Ring,
who were there by government mandate. They ordered
the Titans away. At an undisclosed location, people
in tanks were awakened for duty.
Within nine months, relief money ran out. One year
later, the people were still walled out of their
home and were getting desperate.
A man calling himself Father Time arrived and assumed
control of General Stanton's troops. He was shown
an "anomaly" which did not appear to be
terrestrial - dubbed the "astronaut fetus,"
it was part machine, part organic. Another item
of interest was a scientist named Andy Franklin
- he was a survivor of the blast, but was now mutated
into human bomb. They had him in a stasis fluid
to keep him stable.
A group of government explorers (in search of the
underground railroad which was raiding containment
camps) came across a group of metas calling themselves
the Nuclear Legion. They'd been sent in by the Society.
The explorers were turned to ash. Freedom's Ring
arrived and contained the Nuclear Legion, but they'd
feigned defeat. Once they heard the government was
building a meta army, they lashed out. During the
fight, a cloaked area became visible.
A riot began outside a wall outpost. Their leader
called himself Firebrand. The Monolith attempted
to keep order among the rioters.
The Atomic Knights revealed themselves in the area
which had been cloaked. |

The
Atomic Knights attempted to apprehend the Nuclear
Legion with non-lethal force, but suffered casualties.
Their survivors retreated, their dead's armor self
-destructed.
Father Time placed a shoot to kill order for anyone
in a costume. Firebrand, on camera, called out Nightwing
and the Justice League for not being there. The
Titans saw the broadcast and decided to talk to
Firebrand.
Major Victory, the only survivor of his group, reported
to Father Time.
The Atomic Knights (the underground railroad) discovered
a "Black Baron" who was taking children
who'd been exposed to the radiation and forcing
everyone else to do his bidding in return for supplies
and medicines.
Father Time enlisted some of their captives and
met a helicopter landing nearby in the city. A senator's
daughter exited (Miss Knight) and spoke with Time
as though they were acquainted. Freedom's Ring was
no longer - their new name was S.H.A.D.E. Major
Force was introduced as their field commander. They
were to squash the Atomic Knights.
Firebrand was introduced to Tilt and the Monolith.
Monolith agreed that he could feel something bad
within the city.
The Atomic Knights found what they believed was
the biggest source of radiation. It was a facility
experimenting on metas. Father Time realized they'd
been infiltrated and sounded the alarm. Captain
Atom was being used to power the facility. |

As
Firebrand and his group were about to scale the
wall, the Teen Titans arrived.
A man visited the Black Baron with jewelry in hopes
of getting some medicine for his diabetic wife.
The Baron refused and killed the man with beams
from his eyes. He planned to take over the remains
of Bludhaven and create a nation.
The video was analyzed at the headquarters of the
Atomic Knights (below Bludhaven). The Titans headed
into the city with Monolith and Firebrand via the
swamplands outside Bludhaven. They made it to the
airport and encountered natives who feared them
to be Freedom's Ring.
One of the captives - "a mass of inert brain
matter - grew itself a body and volunteered to help
Father Time. Using its mental powers, it told him
there were 125 Atomic Knights operating within the
city. It wished to be referred to as Replicant.
Replicant contacted SHADE with the location of a
nearby Atomic Knight base. The were successful in
securing the base and capturing a live hostage.
Another team of Atomic Knights neared the SHADE
base. |

Father
Time took on the approaching Atomic Knights. He
claimed to be indestructible and immortal. He was
immobilized and the Knights successfully secured
Captain Atom.
The Nuclear Legion encountered the Nuclear Family
(constructs built from Dr. Shanner's schematics).
They claimed to have been sent by the Society to
help them.
Replicant broke Father Time free of his casing.
He split his team up and gave orders. Replicant
informed him the Teen Titans were inside the Bludhaven
walls.
The Titans neared the Black Baron's territory and
were fired upon. The Monolith was shattered by suicide
bombers, only to reform. He could see the Baron
was a deranged killer. He picked him up and tossed
him into another time zone. Robin gave him the "no
killing" speech. Robin tried to sort things
out: Chemo was not radioactive - he was toxic. His
chemicals had altered some of Bludhaven's citizens,
but they could not explain the radiation.
Father Time introduced his captive to The Face,
his torture specialist. Elsewhere, Human Bomb detonated
a city block where refugees were housed. The SHADE
group then encountered the Titans. Robin realized
the team was made up of wannabes taking the identities
of dead heroes. Cyborg, Robin, and Kid Devil were
neutralized. Ravager killed Lady Liberty. Only Monolith
and Firebrand were still standing to face the SHADE
team. |

Green
Lantern (Jordan) arrived as SHADE called for backup
to detain the Titans. Replicant informed the group
that they were to detain Green Lantern. Human Bomb
refused to fight GL - he was his hero. Ravager,
who had been hiding out, returned and attacked the
SHADE team.
The Nuclear Family and Legion located a tunnel leading
to the radiation source. Inside, people were transporting
mutated animals.
Firebrand began hearing a voice in his head. It
had a horrible southern accent. He was shown a vision
of what the true enemy wanted - the US as a police
state.
Ravager freed the Titans while GL continued to battle
Major Force.
The Atomic Knights found the reason Captain Atom
was comatose: while going between dimensions, his
shell had been breached and his brain traumatized.
They then got word of the infiltrators in the tunnel.
Major Victory tried to break up the MF / GL battle
and was killed by MF. The SHADE team realized they
were taking orders from a psychopath. The fight
below them (between the Nuclears and the Knights)
erupted into the street. |

Captain
Atom began to have memories of returning to Earth.
The Chemo blast had ripped a hole in the fabric
of space and time. He emerged and was blasted. His
radiation poisoned Bludhaven.
Captain Atom neared critical mass and was placed
in a containment suit. He awakened. He began hearing
things and ordered the city to be evacuated. Atom
flew away in search of Major Force.
The Titans and SHADE teamed up against the Nuclear
Legion. Replicant informed Father Time of the situation,
including the awakening of Captain Atom. As the
military began pulling out of Bludhaven, Captain
Atom arrived at the battle zone. He grabbed Major
Force and absorbed his energy. He gave all survivors
ten minutes to evacuate the city.
Atom detonated himself above the ruined city leaving
only a crater.
The following day, the President addressed the union
and blamed the situation entirely upon the metas.
Bludhaven could not be rebuilt. He proposed a metahuman
task force under government control to police the
renegade metas.
Three miles below the crater, the Atomic Knights
entered their sanctuary - a biosphere code named
Command D. |
