An all-out war broke loose: Two-Face's army attacked uptown, the
Blue Boys (GCPD) raided northward into Penguin's territory,
Penguin attacked Batman's land. When it was all over, Penguin had
lost half his area. Batman's captor let him loose after Two-Face
took all his territory - Batgirl proved no match against the sheer
number of attackers.
