Two-Face, trying to ally with Gordon, wiped out both of GCPD's
nearby rivals. Batman took on Penguin's goons in front of a huge
crowd. He played them against Penguin and defeated all his
gladiators. Penguin called off all bets, enraging the crowd.
Batman made a deal with him and got everyone off his case. |
