When the refugee center's food supply was compromised by rats
(secretly planted by Scarecrow), Father Sounder made a deal with
the Penguin - he'd store the gangster's arsenal in return for
food. Batman and Batgirl worked together to take down some False
Facers. Scarecrow played the former False Facer, Mikey, into
asking his old gang for protection. Crane knew about Father
Sounder's hidden arsenal.
