Oracle began to get reports of a "Bat" tag (territorial
marking). To increase GCPD (Blue Boy) territory, Gordon planned to
start a war between rival gangs and clean up after them. A woman
in costume claiming to be "the Bat" began laying down
vengeance on bullies. Word started spreading that Batman was back
in town. Joker made a move for territory.
