Arnold Wesker - the Ventriloquist, and his dummy, Scarface,
surfaced and planned to take over the gang that was once theirs.
With paperwork and records being a mess since the destruction of
Arkham put many of its inmates in Blackgate, Harvey Kent was
released from custody. Harvey Dent took his place and walked free.
Batman (Dick) and Robin went after Ventriloquist after hearing
twenty + junkies had died from bad heroin. They took Wesker down,
but Scarface fell into the hands of another man in the gang.
