Storyline:
After running into a mob hitman ("Psychopomp") in the sewers of Chicago, the Question - Vic Sage - headed to Metropolis. He was to be met at the train station by Lois Lane. Lane and Jimmy Olsen were there, but Sage ditched them.

Storyline:
Lex Luthor unveiled his plans for a new 100 block area that would be home to the Science Spire - a 212 story tall architectural masterpiece on the chi lines of Metropolis.
During the ceremony, a giant lense in the sky began shining down on the city like a boy using a magnifying glass on ants. Superman went after it while another group did a bank job. The Question caused them to abort the mission.

Storyline:
the Question continued his assault on the "Subterraneans," who were running a high tech mob through the sewers. Prostitution, drugs, etc. they did it all. They took their payment by their sublets flushing cash down their toilets.
Lois and Jimmy interviewed Luthor's architect, Miles Van Vliet, and his Chi expert, Six True Words. They let her wear a piece of equipment that showed her the Chi lines.
Vic Sage continued to evade Lane.

Storyline:
The Question took out some men dealing in human organs. They'd been harvesting them from the fresh bodies in the morgue. Superman paid him a visit (Vic had lined his mask with lead) and warned him off drugs and told him to stay on the up-and-up.
The Subterraneans got their sights on the Question. They sent a team out for him, but he escaped after taking down all but one.
At the site of the Science Spire, they found remains of over 400 humans who appeared to be slaves killed in a ship wreck during the hurricane of 1836. Six True Words worked on freeing their spirits; the Question was drawn to her.

Storyline:
Lois and Jimmy staked out the Science Spire site all night, but got nothing. The next morning, after she'd released all the spirits, Six True Words went to the top of the tower with Van Vliet. She told him a voice spoke to her telling her that the structure would be used as a death weapon. He threw her from the building.
Superman spoke to the Question - he knew about the men he'd killed in the subway.
The Subterraneans made a full-on move on the Question. Using the chi-seeing helmets, they saw him as two people - himself and a woman's figure (Six True Words). They spoke of working for Luthor and anticipating Superman's death.

Storyline:
The Question single-handedly took down the Subterraneans (and Van Vliet). He poured a concrete foundation over their bodies. Six True Words' spirit was released.
Superman found remains in the subway - it was the Subterraneans.
Vic Sage broadcast his story on his findings in Metropolis. Superman found the Question, who'd infiltrated the Subterraneans masquerading as Psychopomp. He left keys to a locker for Lois. Inside were deeds to property from where the Science Spire was to be built.
