The Butcher was sent to Earth to kill a Thanagarian traitor: Hawkgirl.
Hawkgirl was about to head home for the night when she saw an explosion. En route, she flew into a net and was shocked by it twice. She woke up without her belt or wings. She was in some sort of prison - an announcement rang out for all prisoners to return to their cells, then the lights went out.

Kendra called Batman, who pointed her to a man named Mole - a former weapons trafficker who'd retired to St. Roch. He fixed her up with a semiautomatic pistol which shot taser darts.
Blackfire landed in St. Roch. She was wearing wings and Nth metal. She attacked Hawkgirl and told him she'd killed Hawkman. She was looking for a missing testament pod (the item Kendra had found in her office).

He learned that the planet was not rotating - one side of it faced their star while the other side was frozen. He was given a testament pod by Commissioner Pul. Adam Strange sent him to Earth via Zeta Beam. He arrived in the Himalayas and found Hath-set's absorbacon. He placed the testament pod in Kendra's desk.
When Blackfire learned of the treachery, she broke six inmates free and sent one to Earth to kill Hawkgirl. Hawkman found her and used the absorbacon hoping to gain information on Blackfire's plan.
